Forging Battalion-Sized Cyber Reserves
The Operational Mandate
The stated goal of this initiative is to create battalion-sized elements of “reserve” cyber professionals. These highly trained, disciplined units will be available for activation in their state or territory—deploying collectively, in specialized teams, or individually, adapting instantly to the specific intelligence needs of the Governor and the State CISO during a crisis.
A National Directive. A State-Level Defense.
The Rampart Defense Alliance provides the underlying NEXUS platform to support a massive cyber workforce initiative already underway with State and National Guard personnel nationwide.
Through RDA, veterans can apply to be accepted as remote or onsite Cyber Defense Specialists assigned to a State Guard unit in their own, or a neighboring, state. This bridges the gap between federal strategy and local execution, placing America’s most tested talent directly on the digital frontlines of their own communities.

This pipeline directly supports executive commitments made during recent SGAUS delegation briefings at the White House to transition 10,000 veterans into critical infrastructure defense.
The urgency is compounded by a massive national shortfall in cyber readiness. Recent NIST CyberSeek data reveals a staggering 57,000+ increase in cybersecurity job openings, necessitating a rapid, non-traditional pipeline for disciplined talent.
